Toronto Port Authority – Keeping it safe
A risk assessment for this Canadian port
authority was conducted in 2004 in order for it to satisfy their
obligation under the Canada Marine Act Management Regulations. The
assessment process was dynamic in nature and was to be integrated
into the port’s business strategy in order to identify and control
major exposures as and when they appear.
In collaboration with its key partner,
Acuratek covered multiple facets affecting the safety & security of
the port in question. The scope of work included all buildings and
equipment, the outer harbour marina and fuelling facilities, docks,
airport and various administrative divisions. A set of commercial
port and marina risk scenarios was produced by collecting and
analysing quantitative casualty data and using specialized marine
risk analysis tools. The airport and administrative scenarios were
developed primarily through qualitative techniques involving the
port’s management and personnel.
Out of a total of 43 scenarios considered,
16 key scenarios were retained as higher risk situations. These were
determined through risk priority values and all scenarios implying
human element effects were retained. In addition, Acuratek and its
risk assessment team identified several opportunities for risk
mitigation and transfer.
